The frame is wide and it has been pushed in close, which changes what the subject is. Instead of a full figure measured against architecture we get a head and a hand at conversational range, and the city survives only as two building tops clipped into the bottom corners. Scale is stated here by cropping rather than by comparison.
The hand comes forward palm first and it has been given real anatomy. Creases run across the knuckles, the plating is jointed at each segment, the thumb is drawn back and the fingers splay unevenly with one lower than the rest. It is the nearest object in the frame, and it goes slightly soft at the fingertips.
The face behind it is broad, lined and set. Heavy lids, deep grooves running from the nose to the mouth, the lips pressed flat, and both eyes lit an even pale blue with no pupil in them. Above the brow the helmet carries a ringed disc like a lens housing, and the two prongs sweep out until they leave the frame on both sides.
All the remaining space is storm. Blue black cloud is stacked in churning masses and split by white lightning in three or four places, and the handling there is loose and vaporous against the tight rendering of the head. Cyan leads the measurement with blue second, brightness low, saturation about half.
By the time a sky looks like this the decision is old. He does not usually do his own looking: a servant carrying a fraction of his power is sent out ahead to find worlds worth the trouble, so the arrival is the last step of a process rather than the first.
